Devlet ile güvenlik arasındaki ilişki çok eskilere dayanmaktadır. Özellikle toplum ve devlet için güvenlik vazgeçilmez bir niteliğe sahiptir. Bu kadar önemli bir ihtiyacın sağlanma biçimleri, bunu sağlayan organlar ve izlenen metotlar dolayısıyla güvenliğe ilişkin tüm unsurlar devlet yapısıyla doğrudan bir ilişki halindedir. Bu sebeple devletin ortaya çıkışında güvenliğin yeri ayrı bir önem arz etmektedir. Ancak zaman içerisinde güvenliğin kapsamı devlet olgusundan bireye doğru genişlemiştir. Bu kitap devlet ve güvenlik arasındaki ilişkiyi uluslararası ilişkiler teorileri çerçevesinde irdelerken, Türk dış politikasında yaşanan gelişmeleri ve özellikle Türkiye’nin hem ulusal hem de uluslararası güvenliğine yönelik tehditlerin oluşumlarının neler olduğunu kapsayan bir analiz sunmaya çalışmıştır. Bu çerçeveden 2000’den 2021’e kadar yaşanan güvenliğe yönelik tehditler, ulusal anlamda terör ve diğer güvenlik tehditleri kapsamında incelenmiştir. Uluslararası anlamda ise komşu bölge devletleriyle olan ilişkiler çerçevesinde ele alınmıştır. Bu süreçte halihazırda var olan tehditlerin yanında yeni tehditlerin ortaya çıkması nedeniyle Türk dış politikası 21 yıllık süreçte değişim geçirmiştir. Unutulmamalıdır ki Türk dış politikasında uygulanan politikalar Türkiye’nin gerek ulusal gerekse uluslararası güvenliğine yönelik tehditlerin ortaya çıkmasına neden olmuştur. Ayrıca bu tehditler hem dolaylı hem de doğrudan birbirini etkilemiştir. Yapılan bu çalışmada ise bu yaşanan değişimin nedenleri ve oluşum süreçleri analiz edilmeye çalışılmıştır.

SMEs have been recognized as important actors of commercial activity most specifically since the second half of the 20th century. Although understanding its customer potential has been named a top priority among many sectors, there is a limited body of knowledge regarding the buying behaviour of SME’s. Many studies and industry practices frame the context within corporate or individual buying behaviour, however few researchers mention SME’s. When mentioned they tend to tie with elitist attributes and consider them as small versions of big enterprises. Studies and industry practices are conformist and assume that SME’s buying behaviour consists of nothing but -ignoring impulsive tendencies- ‘normative’ or ‘conservative’ typologies. However, the lack of application makes this dichotomy untested, which is also what this book aims to scrutinize.

The Victorian era is a period in which there are incompatibilities between the individual and society due to the oppressive structures and attitudes of society, so Victorian writers are concerned with the problems of gender, identity and otherness, particularly George Eliot. Financial time series including high frequency structures like jumps, spikes and stochastic volatility are usually modeled in an ad-hoc manner by stochastic differential equations together with Levy processes. Estimating the parameters and determining the jump size distributions do not have a precise and universally accepted method. Under these circumstances, complexities and confusions usually arise. This book, approaches to this issue from a very different angle through introducing an autocorrelation one process together with finite number of Fourier series terms. Introduction of Fourier series to estimate the dynamics of the process is not done in an ad-hoc manner or as done before in dealing with seasonality. Here the moving average is transformed to a “moving and fluctuating” average by the help of Fourier series. Instead of adding jump structures to the model which makes the parameter estimation quite cumbersome, our model in discrete time can easily be transformed to a well-known mean reverting continuous time process. Moreover, our alternative model turned out to be a quite powerful and accurate forecasting technique.

Now, every one knows, that although the cultivation of chemistry, and other branches of natural science, has, of late years, given an extraordinary stimulus to the arts, yet the science of education, from which the art of teaching can alone derive its power, is one, beyond the threshold of which modern philosophy has scarcely entered.
