The determinants of local government performance have long been of interest, and have been empirically investigated in a number of recent studies. A general question in this area is: why have some local governments across the countries achieved high rates of performance whilst the others remained at lower levels? Evidence from the relevant literature indicates that some local governments or municipalities, particularly in developed countries, achieve very good performance. Others, in particular those from underdeveloped or developing, have very little or almost no performance.
This research empirically investigates the budgeting conditions in North Cyprus and evaluate how budgeting conditions vary from one municipality to the other in the five major municipalities; Lefkosa, Magusa, Girne, Guzelyurt and Iskele over the period 2004Q1 to 2012Q4. Two types of methodologies are conducted. First; it empirically investigates the determinants of local government deficit by using cointegration techniques. The Johansen co-integration and The Vector Error Correction model (VECM) are applied to test the effect of each element such as own-source revenue, grants, expenditures and debt services on the budget deficit. Second, the study test the convergence hypothesis if similar regions within the country converge to the same long-run steady state by considering five major Cypriot municipalities in the North Cyprus economy.
The results from the empirical analysis on budget deficit findings show that there is evidence of a long-run relationship between general deficit and its determinants. The evidence of causality is found from expenditure and debt to general deficit for Lefkosa municipality. There is unidirectional causality from grant and revenue through deficit for Magusa municipality. Third empirical analysis on convergence introduced that the municipalities with the lowest number of people per staff, commonly diverge from the group mean.

Increasing trade volume and diversity of goods movements around the world have brought to the forefront the practical and high quality transfer of products. Today, many different products can be carried with different types of containers on the international scale. Modal transport is used in the transportation today where at least two of transport systems, i.e. road transport, rail transport, air transport, sea transport, pipelines are used. However, especially sea transport is used in international transportation, that’s why the containerization is called industrialization of maritime transport.
In this study, primarily general information is given about container description, history of container transportation, container types, container ships, ports and handling equipment and evaluation is made about container shipping and ports in the World and in Turkey. The effect of container shipping on the economy is considerable. In order to examine the presence of this effect, relationship between container shipping and economic growth in Turkey is examined by using the quarterly data between 2004Q1–2017Q3 by means of several econometric methods.
As a result of co-integration tests, the existence of a positive bi-directional relationship has been found between TEU-type total handling which represents the container transportation in the long run andreal GDP (Gross Domestic Product) which represents representing economic growth.
As a result of the Granger causality test -although the sign of the relationship is not clear in the short term – it has been understood that actual changes in income affect the changes in the total handling. As a result of the impulse response analyze, the effect of change in real income have always positive effect on total handling except for the 5th and 6th periods; as a result of the variance degradation. 69percentage of change in total handling is explained by variable itself and 31 percentage is explained by reel GDP. It is concluded that there is a positive meaningful relationship between the change in the real income and the change in the total handling in the result of the estimation of the OLS. Accordingly, as a result of the findings, it is seen that there is a relationship between economic growth and container transportation in both short and long terms. Having a sustainable rate of economic growth in Turkey, especially in short run will also increase total container handling in terms of TEU. Besides especially in the long run, increase in total container handling in terms of TEU triggers the increase in economic growth. In this regard the container transportation have said that it is very important for Turkey.

There is no form or species of literature that may not be interpreted by psychoanalytic methods. Be the author ever so objective, no matter how much he has sought to make his personality intangible and elusive, there are means, with the aid of clues, of opening up the barred gates of his soul. Men like Flaubert and Merimée, who believed in the impersonal and objective theory of art and who strove deliberately to conceal their personalities, failed in doing so. Their presence is revealed in their stories; they could not hold themselves aloof. It is true we have been aided by external evidence in learning what methods they employed to render themselves impersonal; the real Merimée and Flaubert, however, were made to emerge by the help of their published personal letters. It matters not whether the author writes realistic or romantic fiction, autobiographical or historical tales, lyric or epic poems, dramas or essays, his unconscious is there, in some degree.
But in a field which is largely new, it is best to take those works or species of writing where the existence of the unconscious does not elude our efforts to detect it. Therefore, much will be said in this volume of works where there is no question that the author is talking from his own experiences, in his own person, or where he is using some character as a vehicle for his own point of view. Such works include lyric poetry which is usually the personal expression of the love emotions of the singer. Burns, Byron, Shelley, Keats and Swinburne have left us records of their love affairs in their great lyric poems. At the beginning of the 20th century, a significant mystery for researchers in fields such as archaeology, history, linguistics, and theology began to unravel with the discovery of Manichean written records in Central Asia and Upper Egypt. While Manichean texts were composed in various languages, the largest body of religious writings was primarily in Middle Iranian languages. Following Bögü Kagan’s conversion, many of these texts in Central Asia were translated into Old Uyghur, predominantly from Middle Iranian sources. This study explores the origins of the Manichean script and provides a comparative analysis of its development and paleographic characteristics across Parthian, Middle Persian, Sogdian, and Old Uyghur. Additionally, evaluations of certain paleographic features in the Manichean script have been incorporated into the study.

The Spirit of Dickensian Style is a book that contains the analysis of certain stylisticfeatures and linguistic data of Charles Dickens’s five short stories in Christmas Books (1852). The stories of Dickens were stylistically analyzed under the categories defined by Leech and Short (Style in Fiction, 1981) within four headings: grammatical analysis, lexical usage, analysis of figures of speech and of narration. As a great observer, reformist and spokesman of his age, Charles Dickens artistically combined his messages with his stylistic preferences in his masterpieces. Although ‘Stylistics’is the main core of this book, the aim of The Spirit of Dickensian Style was not to arrive at totally new interpretations of Dickens’s works through reducing his style to a mechanical objectivity. Rather, the aim was a literature-centered stylistic analysis to show how Charles Dickens presented his social messages related to the issues of Victorian Age.
